VIP operations have changed drastically over year last ten years. In October 2020, a new code of conduct came into force in the UK following a consultation process between the Gambling Commission and the Betting and Gaming Council.
This required operators to subject players to rigorous checks before signing up new VIPs, including having their betting behaviour being closely monitored.

Notably for highly engaging verticals light online slots, if players are receiving a smaller-than-expected RTP (return to player), or bonuses have been restricted, they could again transition to an illegal offering where there are no such restrictions.
As has been flagged in previous reports, Regulus highlighted that the top 1% of active customers accounts for almost 50% of black market revenue across Europe. During a Gambling Committee debate on Thursday the Dutch House of Representatives vowed to make enforcement on illegal sites faster and tougher.
